Personal Summary


Brian Foley is the EU Quality Manager at the Telecommunications Software and Systems Group (TSSG). In his role as EU Quality Manager, Brian is responsible for supporting TSSG researchers in developing proposals for EU (H2020) funding. He quality reviews proposals prior to submission and actively works with the different research units in TSSG at different stages of the proposal-submission process including initial proposal scoping, definition of project objectives, identification of funding sources, partner selection and consortium building, scheduling writing tasks, managing inputs from partners, structuring work plans, proposal editing, review and submission.

He has more than twenty years’ experience of working in the area of European funding and related EU policies. In this time he has developed an in-depth knowledge of EU Funding structures and the decision-making process. He has strong experience of mentoring research groups in Irish HEI’s in accessing European funding and prior to joining TSSG, he successfully mentored and advised research groups through a number of national programmes and initiatives. He has a successful track record of proposal writing with involvement in twenty successful proposals.

He has strong experience of managing EU research projects, having coordinated and managed European projects in all Framework Programmes since FP5. He has an excellent network of international partners (having worked on 30+ projects and proposals)

Brian has a good knowledge of the decision-making process in EU having lived and worked in Brussels for seven years, managing the European Office of an Irish industry grouping. He has direct experience of representation at senior EU levels and providing briefing to industry on EU-related topics.

Prior to joining TSSG, he delivered a wide range of assignments for Irish research institutions including preparation of research and knowledge transfer strategies and advising on research, innovation and commercialisation processes in the Institute of Technology (IOT) sector. He has an excellent understanding of the research landscape and the environment in which researchers operate. He was Public Funding Executive at TecNet – the national research network for IOT’s – where his role involved developing strategic initiatives to build capacity in the sector.

He also has strong commercial experience, having delivered assignments for a wide range of companies including identifying and researching new product opportunities, researching business development opportunities and supporting the expansion of strategic relationships. He also acted as Commercial Manager for a leading Irish agri SME with a leading reputation for design-led innovation.

 

Current Activities / Research Interests


Brian is currently working on a number of initiatives in the ICT-AGRI field and believes that the TSSG can take a lead in this exciting, rapidly-changing area over the coming years.
