Currently, network planning typically involves the use of dedicated metering hardware to gather and collate large amounts of network traffic data, which is then used to identify an optimal network configuration design reflecting estimated demand and outlined Quality of Service requirements. Use of dedicated hardware means that this approach is relatively expensive, incurring costs in hardware procurement, and maintenance, as well as significant training and operational costs.

We investigate approaches to network planning where input to the planning process comes from alternative sources. Key to our approaches are the use of pre-existing network accounting data. We contend that ISPs can easily reuse network accounting data gathered by deployed accounting systems to generate sufficiently accurate estimations of network demand.
