Since January 2008, Mr. Clarke is Project Manager of an FP7 Co-ordination action entitled INCO-TRUST, which stands for International Co-operation in Trustworthy, Secure and Dependable ICT infrastructures. This project is charged with bringing together program management and research peers together from the EU, US, Australia, Japan, South Korea and Canada.

Mr. Clarke is also involved in the Future Internet Assembly as one of the Trust and Identity caretakers and has been involved in the organisation and running of their sessions in FIA Madrid (Dec. 2008), FIA Prague (May 2009) and FIA Stockholm (November 2009).
Mr. Clarke is currently a Steering Board member of eMobility and is also a past member of the Permanent Stakeholders Group of ENISA in the Research category. In addition, through his work in the Think-Trust Coordination Action project, Mr. Clarke was an ex officio participant of RISEPTIS (Research and Innovation for SEcurity, Privacy and Trustworthiness in the Information Society) Advisory Board, a high-level advisory body in ICT research on security and trust aiming at providing visionary guidance on policy and research challenges in the field of security and trust in the Information Society. It will do so by formulating recommendations on:

  • Policy environment – The development of coherent legal and administrative frameworks, operational environments, and human behaviour relating to security, privacy and confidence, in view of the technological changes leading to and arising from the future Information Society,
  • Research Agenda – Future European research and development that can facilitate the creation of an Information Society that will be secure, whilst respecting freedom and privacy of its citizens, with due attention given to the ICT infrastructures, networks, services and applications.
Prior to this, Mr. Clarke worked on the IST ESFORS project (www.esfors.org), which was an FP6 Coordination Action project bringing together the European stakeholders for security and dependability Information and Communication Technologies (ICTs) to address the security and dependability requirements of emerging software service platforms.
Mr. Clarke was the project manager on the completed IST SecurIST project (FP6-004547). The full title for SecurIST is: Co-ordinating the development of a Strategic Research Agenda for Security and Dependability R&D (Steering Committee for a European Security & Dependability Taskforce). SecurIST is a project within the European Commission’s Sixth Framework Information Society Technologies Programme, within the Unit D4: ICT for Trust and Security. Within SecurIST and following on from the project, Mr. Clarke is the Chair of the Applications Security Initiative in the EU Security and Dependability Task Force (www.securitytaskforce.eu).
Previously, Mr. Clarke worked for eight years at the Irish telecommunications company, LAKE Communications (http://www.lakecommunications.com/), as a Project Manager involved in a number of FP4 – FP6 projects. While at LAKE, Mr. Clarke worked on the IST ALBATROSS – Architecture for Location Based Applications of Third geneRation Operations Support Systems project (IST-2001-34780) and the IST DAIDALOS - Designing Advanced Interfaces for the Delivery and Administration of Location independent Optimised personal Services (FP6-506997) projects. Within DAIDALOS, he also assisted the coordinator in the project’s involvement in the IST Mobile and Wireless Security Cluster activities of IST.
